XS Ranch Moves Forward

The large XS Ranch residential development is moving forward with its first phase with the recent approval by the Bastrop City Council of a resolution creating a Public Improvement District (PID) – including the official establishment of the boundaries. The development is located within the City’s Extra-Territorial Jurisdiction on land that is northeast of the intersection of FM 969 and FM 1209. A bridge is also planned for the entrance into the first phase of development off of FM 969. When completely built out, the development will pretty much lay astride a good portion of County Road 157 which runs through the area.

With the establishment of the PID, XS Ranch official John Landwehr (Coast Range Investments), gave details of first area of the huge parcel to be developed.  Creating the PID allows the developers to move forward with planning for services and improvements: these include construction of streets, sidewalks, other roadways and the rights-of-way; also the acquisition and construction of facilities for water, sewer and drainage facilities. The estimated amount of bonds to be issued for the District through assessments for the first three years is approximately $45 million or less.

Mike Talbot Council Update: In other City matters, City Manager Mike Talbot told the Council in his regular Update report that more than 1,000 adults and teens took a survey giving input to the City’s long-range Comprehensive Plan (including  Transportation). This was considered a good response as the city’s Planning & Development Department (Director Melissa McCollum) hosted the first Open House on Comprehensive Plan on Thursday, Sept. 3, at City Hall.

As for the fair amount of street construction going on around the downtown area neighborhoods, Talbot said work on Farm Street is “ahead of schedule.” Talbot thanked “Mr. Job and his crew (referring to City Public Works Director Trey Job ) for assisting the contractor.”
